“It would seem that whatever the decision was taken concerning Maria it would involve stress and trauma for her at some time.On balance it was felt that future plans should be directed towards her eventual return to her mother…. It is unlikely thatthe Coopers will be able to deal well with her feelings in adolescence concerning her natural parents [sic], and it is possible that at this age she would herself decide to return to her mother. It should be easier for her to build relationshipswith the Kepple family and to take her place within [it] at a younger age, particularly considering the good emotional groundingshe has received from the Coopers.”

“It was seen that the best way to manage a situation of this type would be for Maria’s visits to the Kepples to be graduallyincreased to include holidays, etc., and in this way to effect a gradual transferring of her roots from one family to theother. She would then go home on trial whilst still remaining in care and contact with the Coopers would gradually diminishuntil revocation of the Order could be supported. However, this type of management would not be possible in this case, becauseof the animosity between the Coopers and the Kepples, which is unlikely to diminish…. On the other hand, her abrupt removalfrom the people she considers her own family to a household of which she knows relatively little would be extremely damaging.”

“It was felt that the best plan … was the gradual changeover up to the point when the stress for Maria appeared to be becomingtoo great, i.e. contact with the Kepple family should be encouraged and increased to give Maria the opportunity of knowingthem better before her sudden transfer to them. With this in view, Mrs. Kepple should be encouraged to delay her applicationfor revocation and to go along with such a plan. If she insists on making such an application she should be opposed at thisstage, but the long term plan of Maria’s return should be followed.”

“… Whatever action is taken one or other of these people [the Coopers and Mrs. Kepple] will be hurt. But it was felt help could be given with this and Maria’s interestsmust be considered as of paramount importance.”
